Health Insurance Counseling & Advocacy Program (HICAP) 805- 388-1952 HICAP registered counselors provide free, unbiased options counseling to Medicare beneficiaries. Assistance is available for Original Medicare, Medicare Advantage, Medigap, Part D Prescription Drug Plans. HICAP provides help with billing problems, benefits screening, enrollment, and Long Term Care Insurance. One-hour appointments between 9 a.m. and noon on the first and third Thursday of every month, between January and September, unless it's a national holiday. I A I NC
